The former High King of Skyrim in the Third Century of the Fourth
Era, Jarl Torygg of Solitude was the son of High King Istlod and was
formally recognised as ruler by the communing moot after Istlod died.
He was the husband of Elisif, whom lived with him in the Blue Palace.
He had a high respect for Ulfric Stormcloak's passion for a free and
independent Skyrim and planned to hear what the latter had to say
with no bias for either Stormcloak or the Empire when he had come to
Solitude. It was thought by members of his court that he would have
considered Ulfric's proposition and even stood with him if Ulfric
would have asked him.
However Ulfric arrived in the Solitude court to challenge his title
of king; using his "thu'um" to disarm Torygg and then kill
him in a challenge by combat (following the Nord custom of not
backing down when a challenge was made in court)- some say with
Ulfric's blade, others say "ripped apart" by another
"thu'um."

During the Dragonborn's hunt for Alduin in Sovengarde they run into
Torygg, who tells them that he fought Ulfric bravely and with honor
and questions if Ulfric can claim to feel the same way. He also feels
sorrow for his wife having to feel grief for him.
He begins to warn the Dragonborn of the threat of Alduin and that the
mist was very easy to get lost in, asking them whether he knew the
way as he felt "weary and tired." He tries to persuade them
to "turn back" and that "courage is useless" in
such danger.
After Alduin is killed by the Dragonborn, Torygg happily exclaims that
the mist of Sovengarde had lifted and that the dead have no reason to
be scared anymore since "the World-Eater" has been ended.
He proclaims that the dead will "sing of you forever" and
that they praise him greatly.
